First, the reliability of factory seals. Article 21 of the "Implementation Rules of the Metrology Law" stipulates that "any measuring instrument that fails to pass the inspection or certification of a product or that has passed the test shall not be allowed to leave the factory." Therefore, certain measuring instruments such as pressure gauges, fuel dispensers, etc. X-ray machines, etc. should be factory sealed. Under normal circumstances, in the verification of measuring instruments, as long as the allowable errors of the newly manufactured, repaired, and used measuring instruments are not excessive, the factory seal will not be replaced. After the implementation of the “Measurement Law”, the manufacturer strictly manages the factory seals so that the management of measurement instruments can be operated in accordance with the law.

However, in recent years, some manufacturers or factory maintenance personnel, driven by greed, have used factory closures to open up convenient doors for criminals, tampered with closure data, and enabled unscrupulous traders to extract huge profits from them. This brings difficulties to the management of measuring instruments and illegal handling. Some illegal facts are difficult to find in time. Even if it is found that the measuring instruments are inaccurate, it is an artificial factor or a mechanical failure and it is difficult to distinguish between them. Such as fuel dispensers, generally replaced in the measurement verification is a metering pump seal, and the sensor seal is not moving, but the sensor part has important measurement parameters, if you change this parameter, the metering data of the tanker will happen With great changes, some lawbreakers have just drilled this loophole to engage in illegal activities. When they learned that the law enforcement officers checked or checked, they excuse the manufacturer to repair and seal the relevant parts of the tanker with the plant seal, making it difficult to carry out investigations.

Second, lead seal disorder management. Since some technical institutions have several sealing clamps, which ones are convenient for which, which are not strictly controlled in accordance with the Measures for the Administration of Metrological Inspection, Printing and Certification, this also poses problems for the management of seals.

Third, seal anti-counterfeiting technology is poor, it is easy to forge. Sealing is generally relatively simple. Once it is copied and used, it means that all measurement data of the measuring instrument are exposed, resulting in all measurement instrument data being out of control and unable to be defended or managed.
